Arrests
Bernard C. Morris, 41, of the 17000 block of East Liberty Road, was arrested Wednesday at 2:04 a.m. on a charge of burglary.
William H. Penrod, 27, of the 1200 block of Wilkins Street, was arrested Wednesday at 2:04 a.m. on two charges of contempt of court. Bond was set at $8,000.
James E. Shelby, 19, of the 700 block of Conger Avenue, was arrested Tuesday at 7:57 p.m. on a charge of resisting a peace officer. Bond was set at $1,000.
Clifton B. Bolling, 24, of the 900 block of South 12th Street, was arrested Tuesday at 5:15 p.m. on a charge of contempt of court. Bond was set at $3,000.
Daniel L. Payne, 37, of Scheller, was arrested Tuesday at 1:04 p.m. on an in-state warrant. Bond was set at $500.
Jesse L. Williams, 31, of the 1200 block of Wescott, was arrested Tuesday at 12:09 a.m. on a charge of domestic battery. Bond was set at $10,000.
Thefts
Wednesday at 10:14 a.m., police responded to a report of a theft in the 2400 block of Forest Avenue.
Tuesday at 6:15 p.m., police responded to a report of a theft in the 1000 block of South 21st Street.
Incidents
Wednesday at 3:29 p.m., police responded to a report of property damage in the 700 block of North 10th Street.
Wednesday at 4:23 p.m., police responded to a report of property damage in the 1100 block of South 25th Street.
Tuesday at 5:42 p.m., police responded to a report of criminal mischief at Blockbuster.
Wednesday at 12:51 a.m., police responded to a report of mischievous conduct in the 300 block of Marteeny. Trash cans and a portable toilet were knocked over in the area, according to reports.
Wednesday at 12:51 a.m., police responded to a report of a burglary in progress in the 100 block of Grant Place.
Accidents
Wednesday at 4:10 p.m., police responded to a report of a two-car accident in the 1000 block of Broadway. No injuries were reported.
Tuesday at 4:58 p.m., police responded to a report of a two-car accident at Internal Medicine Asso-ciates. There were no injuries reported.

Arrests
Betty J. Freedman, 47, of Decatur, was arrested Wednesday at 4:27 a.m. on a charge of contempt of court. Bond was set at $5,000.
Jimmy W. Pigg, 27, of the 12000 block of East Meadows Drive, was arrested Tuesday at 11:31 p.m. on a charge of contempt of court. Bond was set at $20,000.
Anthony C. Howard, 44, of East St. Louis, was arrested Tuesday at 10:18 p.m. on a charge of contempt of court. Bond was set at $1,000.
Gerald E. Rankin, 53, of the 13000 block of North Frontage Road, was arrested Tuesday at 11:07 a.m. on charges of home invasion and criminal damage to property. Bond was set at $150,000.
Deangelo A. Eiland, 30, of Washington Park, was arrested Tuesday at 9:41 a.m. on an out-of-state warrant.
Incidents
Tuesday at 5:09 p.m., police responded to a report of a burglary in the 12000 block of East Swift Road.
Accidents
A chain-reaction accident was reported at 9:11 a.m. Thursday on Illinois Highway 37 near Mt. Vernon Grain Elevator. According to accident reports, three vehicles were stopped at the railroads tracks waiting on a train when the accident happened. Those parked were Edward M. Murphy, 22, of Texico, John D. Beckham, 19, of the 500 block of Marteeny and William Doty, 71, of the 15000 block of East Lynchberg Road. According to reports, a 2008 Ford Focus driven by Miranda C. Smith, 18, of the 17000 block of East Kendell Road, failed to stop and hit Murphy’s vehicle, which in turn struck Beckham’s car, which then hit Doty’s vehicle. No injuries were reported.
Wednesday at 8:40 a.m., police responded to a report of a one-car accident at the Knob Prairie Cemetery in Waltonville. No injuries were reported. Some headstones were damaged, according to reports.
