Bids received for reserve center

MT. VERNON — The unofficial bids have been received by the Illinois Capital Development Board for the construction of the Armed Forces Reserve Center.
The $27 million center, which is slated to be built at the Mt. Vernon Industrial Park just off Shiloh Drive and Lake Terrace, is to include a 73,850-square-foot main building with maintenance bays, administrative space, classrooms, simulation rooms, storage areas, an assembly hall, a kitchen, physical fitness rooms and a locker room. The facility is to be constructed on 23 acres and include a 2,100-square-foot unheated metal storage building and a 6,075-square-foot yard secured or military vehicles, a parking lot, lighting and landscaping.
According to the CDB, base bids for the main construction of the facility were received from seven companies: Plocher Construction Co., Inc., Grunloh Construction, Inc., Lipps Construction Co., River City Construction LLC., Morrissey Construction Co., Inc., Shores Builders, Inc., and Poettker Construction Co., Inc.
The lowest base bid was by Poettker Construction Co., at $12.52 million. The two alternate bids from the company were an additional $40,000 and $226,000. The second-lowest bid was from Shores Builders at $12.54 million. Two alternate bids were received at an additional $20,250 and $343,000.
River City Construction submitted a base bid of $12.746 million, with alternate bids of $34,000 and $343,000. Morrissey Construction submitted a base bid of $12.754 million, with alternative bids adding $30,600 and $229,000. Plocher Construction submitted a base bid of $12.930 million, with alternate bids of $41,000 and $330,000. Lipps Construction submitted a base bid of $13.08 million with alternate bids of $43,000 and $340,000. Grunloh submitted the highest base bid at $13.28 million with alternate bids of $45,000 and $350,000.
In addition to the general construction bids for the facility, bid opening was held on heating and air conditioning; ventilation; electrical; temperature controls; sprinklers; and plumbing.
The heating and air conditioning bids were received from Industrial Mechanical Contractors, LLC, Rend Lake Plumbing and Heating Co. Inc., and Southern Illinois Piping Contractors Inc. Each were asked to submit a base bid and an alternate.
The lowest base bid received was from Industrial Mechanical Contractors at $1.2 million with an alternate bid of $99,000. Second-lowest bid was received from Southern Illinois Piping Contractors at $1.3 million with an alternate of $99,000. Rend Lake Plumbing submitted a base bid of $1.39 million with an alternate of $75,000.
Those bidding for the ventilation contract were Bel-O Sales & Service Inc., France Mechanical Corp., Swan Sheet Metal Systems, Ltd., and Heartland Mechanical Contractors, Inc. Each company was asked to submit one base bid.
The lowest bidder for the ventilation was France Mechanical Corp., with a bid of $477,000; Bel-O Sales & Service came in second-lowest at $561,867; Swan Sheet metal third at $594,700 and Heartland Mechanical at $619,650.
Four companies are vying for the electrical contract of the Armed Forces Reserve Center. Each was asked to submit a base bid plus two alternate bids.
Martin Electric, doing business as Keith Martin Inc., had the lowest bid at $2.249 million with alternate bids of $2,160 and $12,280. Brown Electric Inc., was the second-lowest bidder with a base bid of $2.325 million and alternate bids of $4,212 and $17,968. Clinton Electric Inc., came in with a base bid of $2.327 million and alternate bids of $2,209 and $15,269; F.W. Electric Inc., came in with a base bid of $2.368 million and alternate bids of $4,666 and $12,777.
Temperature controls bids received were from The Bick Group, C & C Group doing business as C & C Sales Inc., Controlco Inc., and Johnson Controls Inc. All were asked to submit a base bid and one alternate.
Low bidder on temperature controls was Controlco Inc., at $160,000 with an alternate of $5,000. Johnson Controls came in second-lowest with a base bid of $186,962 and an alternate of $10,276; C & C Sales Inc., submitted a base bid of $190,900 and an alternate bid of $9,300; and The Bick Group had a base bid of $234,914 and an alternate bid of $9,720.
Three companies submitted bids for sprinklers: Automatic Fire Sprinkler LLC, L & K Fire Protection Inc., and Premier Fire Protection Inc. The low bidder was Automatic Fire Sprinkler at $217,700; L & K with $317,500 and Premier Fire Protection with a bid of $442,000.
Plumbing bids were received from four companies, with each also presenting an alternate bid. Rend Lake Plumbing and Heating submitted the low bid at $540,000 with an alternate bid of $9,053; Industrial Mechanical Contractors had the second-lowest bid at $547,000 and an alternate of $6,300; FW Plumbing submitted a bid of $656,000 and an alternate of $9,969; and Litton Enterprises Inc., submitted a bid of $683,358 and an alternate bid of $5,808.
Although all bids have been submitted and opened, none of them are official results at this time. According to the CDB, the bid tabulations only represent one step in the procurement process for state construction projects. Other criteria, along with cost proposals are used to determine winning bids. Those who win the bids will be issued a notice of award from the CDW once the entire process has been completed.
Once the bids are officially awarded, the project is expected to take one year to complete. According to information from the Illinois National Guard, the new center will house those units currently at the U.S. Army Reserve Center in Centralia and Fairfield as well as both Army National Guard units in Mt. Vernon and the unit in Salem.
