MT. VERNON — The City Council will be presented with an ordinance to amend the redevelopment plan for the Industrial Park Conservation Area TIF during it meeting Monday night.
The first steps to amending the IPC TIF, also known as the West Side TIF, were approved by the council in March, in order to allow residential development in the area.
“The redevelopment plan did not anticipate housing development being a possibility in the IPC TIF District,” explained City Manager Ron Neibert. “The high school making the area near it as its new site has changed the area a little bit. What was once attractive for heavy industrial development is now attractive for a lighter development that includes some housing.”
The move to amend the ordinance came after RJ3A developers received a TIF inducement resolution in September 2012 after presenting plans for an apartment complex, possibly a hotel, and a retail development to be located north of the new Mt. Vernon Township High School site on Wells Bypass.
By statute, the city has to draft any changes, the changes go before the Joint TIF Review Board and a public hearing held, before the council can approve the amendments. In June, the Joint TIF Review Board approved the amendment. Neibert said at that time the amendment will allow the city to focus on its housing shortage while drawing economic interest to the community.
“The critical factor where it affects us is in terms of trying to attract certain classes of retailers,” Neibert said. “They look for rooftops, population and per capita income. This addresses all of those things, and by creating market rate housing, it helps raise the city’s per capita income.”
In other business, the council will:
Hear bid results for resurfacing the west main parking lot at Veterans Park and results for bids for the Dawson Park basketball courts;
Hear a request to close Prairie Avenue from S. 10th to Big Lots on Aug. 24 from 7 a.m. to 5 p.m. for the Fraternal Order of Eagles 2791 Car Show;
Hear a report on capital projects;
Hold a second reading on an ordinance to allow a commercial business in a Class FP Flood Plain District at 2845 Benton Rd., requested by Randy Ratliff;
Hold a second reading on an ordinance to rezone property at 210 S. Third St., from I-1 to B-2 as requested by Jeremy Sneed;
Hold a second reading on ordinances to review the Park and Recreation Board and the Tourism Board;
Hold a first reading on an ordinance to approve the Master Taxable Lease Purchase Agreement and Tax-Exempt Lease/Purchase agreement with U.S. Bancorp Govenrment Leasing and Finance, Inc., for the purchase of the fire truck and roll-off truck;
Hold a first reading on an ordinance to amend the ordinance on the number of animals allowed on property and to re-define the definition of a kennel;
Discuss a resolution approving an application for an Illinois Department of Transportation Enhancement Program grant for a bike trail on Richview Road from North 27th Street to North 42nd St.;
Discuss a resolution to request the Illinois Department of Transportation to temporarily close streets on Dec. 7 for the annual Christmas Parade;
Discuss two TIF inducement resolutions for the Downtown TIF, on from Randy and Linda Lowery regarding 300 S. Ninth St., and the other from Kent and Marinda Renshow regarding 1005 through 1013 Broadway;
Present a proclamation for National Night Out; and
Discuss the appointment of Myron Moreland to the Fire and Police Commission.
The council will meet at 7 p.m. on Monday at the Rolland W. Lewis Community Building at Veterans Park.
