---- — MT. VERNON — City council candidate Donte Moore accused Councilman Todd Piper Thursday of attempting to defraud the county — an allegation Piper denies.
The allegation stems from a quote sheet for health insurance that was prepared by Piper during bidding for Jefferson County employee health insurance. In September, 2012, Piper was fined $2,000 by the Illinois Department of Insurance for forging a name on an application for insurance — grounds for levying a civil penalty under statutes.
According to recently released executive session minutes of the Jefferson County Board from January 2012, Board Chairman Robert White told the board he had filed a complaint with the Department of Insurance against Piper.
Piper did not receive the health care policy for the county, as the low bid was from Bruce Hapeman representing USI —United Healthcare.
“He tried to obtain the policy,” Moore said. “In my opinion, the response is clear. He believes there is nothing wrong with his actions.
“He has misrepresented the information,” Moore continued. “It’s not a simple case of helping a friend, its an attempt to defraud the county.”
