Council gives consent to draw from fund

Knox will draw up to $250,000 from the General Corporate Restricted Fund


MT. VERNON — — The Jefferson County Board gave its consent to County Treasurer Dan Knox to draw up to $250,000 from the General Corporate Restricted Fund.

The General Corporate Restricted Fund was established in May to ensure the county’s ability to make payroll each month and had amassed $400,000 in funds to protect county employees.

Knox said the county made its latest payroll, but on Monday had about $52,000 in the General Corporate fund.

He told the board it is likely that the restricted funds will be needed for the Dec. 10 payroll, dependent upon the receipt of sales tax revenue and Immigration and Customs Enforcement payments.

A motion was approved unanimously to allow Knox to make a withdrawal of up to $250,000 on or before Dec. 10 for the purpose of covering county payroll.

The resolution as established earlier this year requires County Board action to release money from the General Corporate Restricted Fund.

The board has dealt with inconsistent payments from the state of Illinois for at least the last seven years, the resolution stated, and the lag in payment has made it difficult for the county to meet payroll and other associated expenses.
