Armory property considered for events

---- — The Mt. Vernon City Council Monday will discuss an agreement with Mt. Vernon Festivals, Inc., to use the former armory for Market Day events.

The property was deeded to the city in October 2012, with the Branding Leadership Team wanting to utilize the facility as a "Broadway Market." The proposed agreement, between the city and Mt. Vernon Festivals, Inc., would allow the non-profit agency to hold Market Day events from 6 a.m. to 6 p.m. on the first Saturday of each month from May through October beginning this month.

"Festivals, Inc., may utilize the subject property on other dates and times as approved in writing by the city; and said use shall be subject to the terms and conditions of this agreement," the proposal between the parties states. "The permission granted by this agreement is without monetary consideration and is merely an accommodation to Festivals, Inc. The agreement shall renew annually unless either the city or Festivals, Inc., shall give written notice on or before Jan. 1 of each year of intent not to renew."

In exchange, Festivals, Inc., will sponsor, promote and manage the Market Day events and be solely responsible for all matters relating the the events including licensing of space and formulation, implementation and enforcement of any rules relating to the Market Day events. In addition, any cost associated with the property by Festivals, Inc., will be born by the non-profit entity.

If approved, Festivals, Inc. will maintain a comprehensive general liability insurance of $1 million per occurrance and $1 million aggregate insurance for bodily injury, death and/or property damage, and the city will not be held liable for any damage, destruction, theft, casualty or loss of property from Market Day or other events scheduled by Festivals, Inc.

In addition, the council is expected to set up a public hearing on changes to the Industrial Park Conservation Area Tax Increment Finance District.

The council decided to make the changes to the TIF redevelopment plan in March, and will be setting up the public hearing on the proposed changes and wording during its meeting on Monday night.

"The redevelopment plan did not anticipate housing development being a possibility in the IPC TIF district," said City Manager Ron Neibert. "The high school making the area near it as its new site has changed the area a little bit. What was once attractive for heavy industrial development is now attractive for lighter development that includes some housing."

The Mt. Vernon Township High School Board finalized a deal on 82 acres located at the corner of Wells Bypass and Ambassador Lane in August 2012. The high school paid $1.2 million for the property, which is just outside of the city's Industrial Park Conservation District TIF.

RJ3A, which has a TIF inducement resolution approved by the council in September 2012, has expressed interest in putting housing within the TIF district, north the new high school site, and within the TIF district. Plans from the developer call for an apartment complex, possibly a hotel and a retail development on Wells Bypass.

The public hearing on the amendment to the TIF redevelopment plan has been proposed at 6:15 p.m. July 15.

In other business, the council will:

Hold a first reading on an amendment to ordinance regarding the number of Mt. Vernon Police captains, proposing four;

Discuss a resolution to appoint the new director of human resources as the authorized agent for the Illinois Municipal Retirement Fund;

Discuss a resolution consenting to a request from James J. Rozycki Jr. for a mortgage to Texico Bank of his Miller Lake lease;

Discuss a resolution allowing the assignment of a Miller Lake lease from Waqqas H. Khan to Christopher and Pamela Michel and consent to a mortgage to Community First Bank of the Heartland;

Discuss an inducement resolution within the Downtown TIF District with Russell Brown for 114, 115 and 116 North Ninth Street;

Discuss an inducement resolution within the Downtown TIF District with Toni Federici for 916 Main St.;

Discuss the re-appointment of Glenda Eubanks and the appointment of Sheila Jolly-Scrivner and Mike Carbonaro to the Mt. Vernon Tourism Advisory Board;

Discuss the appointment of Joe Bob Pierce to the Airport Authority Commission; the appointment of James Wood to the Planning and Zoning Commission; and the re-appointment of Teri Clark and Bernie Dickneite and the appointment of Sandra Williams to the Park Board.

The council will meet at 7 p.m. Monday at the Rolland W. Lewis Community Building at Veterans Park.
