You ask what unprecedented degree. In our former government of laws, you knew what was in the law when it was passed. If anything was ultimately changed in the law, it was done by judicial review as a result of the law being challenged. Now we must wait for the law to be passed to see what gets put in it. With the department heads and czars able to add anything they want to the laws, with the President able to waive and postpone provisions of duly passed laws as he chooses, and with the Department of Justice able to pick and choose what laws it enforces, we now have a government of man.
